Rafayel Sargsyan advises clients at Concern Dialog on banking and finance, civil and corporate law, and corporate governance. He advises banks, financial institutions and other companies on regulatory matters, corporate governance, transactions, securities, and other complex corporate and financial matters.

Rafayel Sargsyan has around 20 years of professional experience in Armenia’s banking sector. He has held a number of senior legal positions, including heading the legal department of one of Armenia’s leading banks. From 2022 to 2026, he served as Chairman of the Bank’s Board of Directors.

During his tenure as Chairman, Rafayel Sargsyan was involved in the development and strengthening of the bank’s corporate governance framework, as well as strategic and management matters. His responsibilities also included Board-level oversight of risk management and internal control systems, and matters relating to the relationship between the bank’s governing bodies and shareholders.

Since 2008, Rafayel Sargsyan has taught banking and corporate law at the Faculties of Law of the Russian-Armenian University and Yerevan State University. He holds a PhD in Law.

Rafayel Sargsyan also has international professional training in corporate governance, including the ecoDa European Board Diploma.
